it wasn't in the games because the Anime is based on the games... and... that wasn't based on the games.
It was just filler... Anime does that sometimes, if it gets too close to it's source material, it makes filler to widen the gap.

well the FireRed LeafGreen remakes (of Red/Blue) feature a series of islands called the Sevii Islands.... they are islands, thats close enough I guess.

That's the problem with the games, once you beat the Elite Four its VERY boring.

and after you beat the storyline at the islands the Elite Four revamps with higher leveled pokemon.
So... theres your incentive right there.
The newer games do in fact offer expanded storylines beyond just catchin em all
